Police chief (Patrick) reports training updates and planned retirement backfill

Patrick (S1) updated the council on police staffing and training. "Officer Payne is halfway through ILEA. He's doing good there," Patrick said, and added that Officer Morland, a lateral hire from Illinois, will start field training under existing procedures.
Patrick also notified the council that a long-tenured officer, Mark, is scheduled to retire on Jan. 9 and said he wanted to backfill the position and train the replacement in time. "Mark is set to retire on January 9. That's his set in stone date," Patrick said, asking for the council's blessing to proceed with hiring steps so a new hire can complete training before the retirement date. Council members expressed support for the staffing plan and agreed the salary ordinance should cover temporary staffing needs during the handover.
