Staff outlines trail lighting plan; council warned of long lead times and $314,000 detour PO estimate

Joe also reported an expected purchase order from INDOT within the next month for about $314,000 tied to reconstruction/repaving connected to unofficial detour funding. He cautioned the council about pole lead times and that specialized dual-arm poles cost more and could take 9–12 months to arrive. Staff asked council to authorize signature lines and to work with developers and vendors on bond and contract items as projects proceed.
Council members discussed pole sizing (breakaway design and capacity for banners) and potential TIF/RDC funding for bracket upgrades, but made no immediate capital commitment during the meeting.
