Adam (staff) gave a detailed overview of a voluntary annexation request for land east of Helmcrest near 1102 Alden Drive. He said the Flores family purchased the farmland and wants to annex two lots to access town water and sewer while keeping the remainder agricultural in the county. “They have agreed to annex,” Adam said, and added that the owners would sign a non-remonstrance waiver so they would not object to future annexation of adjacent properties that would prevent gaps in town boundaries.
The council moved to adopt Resolution 2026-7B, the required fiscal plan, which passed by voice vote. Council then approved the second reading of Ordinance 2026-6B, the annexation ordinance; council members noted that signatures were required and that the Flores and their attorney were present. Adam emphasized the voluntary nature of the annexation and that no right-of-way dedication was being requested at this time.
Council discussion focused on planning continuity (avoiding boundary gaps) and providing water/sewer service to the new homes rather than wells and septic. No public commenters spoke during the item.
