Board adds fee-exemption procedure requiring written staff recommendation

The Elkhart City Board of Parks and Recreation voted July 21 to add a procedural paragraph to fee policy 6010 requiring staff to prepare a written recommendation when petitioners request exemptions or reduced fees. Matthew Moyers, special project coordinator, said staff recommendations will outline the pros and cons of requests so the board has full information before deciding.
"When someone asks for an exemption or an exception ... the staff produce a recommendation favorably or unfavorably and lists all the reasons," Moyers said, describing how the recommendation will help avoid past instances where verbal agreements created confusion. Moyers also proposed using memoranda of understanding when groups seek recurring reduced rates in exchange for promotional benefits such as distributing the department activity guide.
A board member moved to adopt the fee-exemption paragraph and the motion passed unanimously. Moyers noted minor pagination corrections that will be fixed before the language is inserted into the official policy document.
