Team lists next deliverables: baseline report, draft purpose and need, alternative screening methodology

The study team said the baseline conditions report, draft purpose and need, and the alternative screening methodology are next for agency review; a second TWG meeting is anticipated in Q1 2026 and the PEL report is planned in 2026.
Brad Thompson told the group the baseline conditions report has been drafted and is under PMC review and that once comments are addressed it will go to TDOT and FHWA for review. "We're looking at an anticipated completion date of November on that," he said regarding the baseline report.
The team said the next deliverables for review include the baseline conditions, the draft purpose and need, and the alternative screening methodology; after those deliverables the alternative evaluation report and the phased PEL report will follow with a target for PEL completion in 2026. Technical working group meeting number 2 is anticipated in Q1 2026 to review the alternative evaluation work.
