An attendee asked whether the GEC/DCOC will handle utility coordination and ROW services; Heintzeman responded that ROW services are currently procured under a separate contract and the DCOC would be limited to a support role on an as‑needed basis. "Right away, at least for this DCOC, this design and construction oversight contract would be, limited and in a more support role on an as needed basis," she said.
A separate question asked whether firms must hold all project codes; Doss replied teams need to address all items listed in the advertisement and the solicitation will identify specific codes. Another attendee asked whether the prime must be 51% and whether small business set‑asides apply; Heintzeman confirmed the prime share expectation (51%) and said there are no small business requirements for this contract as stated at the meeting.
