TDOT outlines DCOC role: technical reviews, QA oversight and submittal workflow

Nick Kanazowitz, TDOT’s P3 preconstruction manager, described the DCOC (design and construction oversight consultant) as TDOT’s technical reviewer and quality‑assurance arm for the post‑let stage.
"This contract is really helping us overview of that QA, making sure they are meeting their marks along the way," Kanazowitz said, summarizing how the DCOC will verify sampling, testing and contractor QA/QC work during design and construction.
Kanazowitz listed the types of subject‑matter expertise TDOT expects on DCOC teams—roadway design, hydraulics, geotechnical, environmental/NEPA and others—and said the DCOC will perform technical reviews of developer submittals, provide written comments and coordinate with TDOT’s program management consultant (HNTB) to ensure consistency before TDOT makes formal approval or concurrence decisions. He also emphasized the contractual basis for reviews: the concession agreement and TDOT standards, including TDOT standard drawings, design guidelines and the Green Book, will govern technical requirements and compliance.
