Project staff told the working group the PEL will produce a "full range of primary alternatives" that will be screened through a fatal‑flaw (level‑1) evaluation and then narrowed to a set of reasonable alternatives for further evaluation. Brad Thompson said both mainline improvements (some already in TDOT's 10‑year plan) and larger options such as an I‑75 bypass are under consideration.
Team members noted the screening will use quantifiable criteria and that level‑2 analysis will quantify study goals such as travel time and level of service. "Once we establish and get that full range of alternatives, we then go into phase 3... and that narrows the field down," Thompson explained.
