Council reviews $500,000 supplemental for Poolesville highway depot: new water, sewer and staff facilities planned

The Committee reviewed a supplemental appropriation of $500,000 in GO bond funding to create a new CIP project for the Poolesville Highway Depot at 19200 Jerusalem Road. Staff said the appropriation would fund water and sewer installation, portable buildings configured as dormitories and offices, reconfigured parking and vehicle circulation, and fire-suppression upgrades required for dormitory use.
"There was not a specific incident. It was a continual deterioration of the facility over time," Gregory Boykin, deputy director and COO for the Department of General Services, told the Committee. He said inadequate sleeping areas, locker rooms and office space at the decades-old facility made improvements necessary to ensure staff safety and effective emergency response coordination.
Council staff said the amendment would draw on $16.8 million in FY26 GO bond set-aside and that cumulative supplemental appropriations reduce available FY26 set-aside to an estimated $8.3 million. A councilmember also noted the original building dates to 1925 and highlighted the site's historical context. The Committee supported the CIP amendment without objection and directed staff to include the supplemental appropriation in further reconciliation and CIP materials.
