Council staff, executive office and supervisors weigh privacy and verification risks in bill to broaden acceptable documents

"There is a risk management part of this bill. We don't want to release the vehicle to the wrong person," council staff said, stressing the need for verifiable, third-party documents (birth certificate, deed, lease, utility bill) as primary proof. Executive-office representatives noted that redaction and regulatory safeguards could mitigate risk, and subsection D in the draft bill provides discretion for the executive to deem other documentation sufficient as consistent regulations are developed.
