County proposes $250,000 to expand civilian parking enforcement to chronic nuisance areas

Council staff and Department of Transportation leaders described a $250,000 proposal to expand MCDOT civilian parking enforcement beyond traditional parking-district patrols to address long-term abandoned and nuisance vehicles.
"The executive recommends adding this, to support parking enforcement operations ... expanding the parking outside the parking districts program beyond its current scope," Kenny said in the Committee presentation. Director Conklin explained the pilot is aimed at nuisance parking areas rather than dedicated bus lanes: "It was more around those nuisance parking locations," Conklin said, citing Lyttonsville, Germantown, Colesville Park-and-Ride and Gateway Center Drive as early pilot sites.
Staff projected $80,000 of the initiative—ould be offset by increased parking fine revenue, with the remaining $170,000 from the general fund. Councilmembers asked how the activity would coordinate with Montgomery County Police (MCPD). Conklin said the model would rely on routine MCDOT patrols in identified pilot zones and that MCPD calls for service in those areas could be handed off to MCDOT where appropriate.
Committee members expressed support for the pilot concept but asked for clarity on staffing, the expected relationship with police, and metrics to evaluate whether the program reduces calls for service. No formal change to the proposed allocation was made in the session; committee members requested further detail in follow-up materials.
