Council staff told the committee the County Executive recommends an $18,622 increase (about 4.99%) for the Merit System Protection Board, with the entirety of the change attributed to compensation and nondiscretionary operating costs. Staff recommended concurring with the Executive's recommendation and said there are no reconciliation items for MSPB.
MSPB's executive director (MSPB Executive Director) described the board as a small quasi‑judicial body with three members and limited scope focused on grievances and personnel appeals. The director said MSPB has incorporated a racial‑equity component into prior audits and plans to build on that work to address implicit bias and make outreach and web materials more inclusive. ORESJ issued MSPB a 7/11 commitment level, indicating a sustained commitment to racial equity and social justice.
