TEBS outlines AI 'Ignite' framework, says 1,800 employees trained and pilots running

Gail, TEBS’s chief information officer, and Shana Taki, the department’s change management lead, described TEBS’s AI strategy and a three-stage product-delivery framework—Ignite, Scale, Sustain—meant to intake departmental use cases, assess return on investment and total cost of ownership, and manage ongoing model maintenance. Gail said TEBS has “established an AI center of excellence” and emphasized the governance and policy elements needed to deploy AI responsibly across county operations.
Shana Taki told the committee TEBS has run a broad AI literacy program and “we've trained about 1,800 employees so far,” adding that staff survey responses after training average about 4.5 out of 5 on confidence and understanding. The department also highlighted deployed tools: Monty, the public-facing chatbot now in its third iteration, and Scout, a bot used for HR queries. TEBS stressed that AI products require ongoing analyst oversight and data classification to reduce risk rather than a one-time deployment.
