Council staff explained the $273,000 item supports upgrades to three systems: financial disclosures, outside employment, and lobbying, with $10,000 budgeted as an ongoing licensing cost. Director Conner (Director Conner) told the committee the systems are aging — the most recent was implemented in 2015 — and said failures could hinder filers and would be hazardous to county operations. "The electronic system for the financial disclosure is required by law," Director Conner said.
Beth Keller, Chair of the Ethics Commission, confirmed the commission's limited capacity while it works to fill a second staff position and said the office needs to prioritize legal responsibilities and training before expanding other work. Council staff recommended placing the IT upgrade on the reconciliation list for the council president's budget approach so that colleagues have context on prior requests and the statutory requirement governing financial disclosure systems (Steph, Council staff).
