Council ratifies public-health nuisance at Northstar Multifamily; health director given abatement authority

Kenneth Coleman, Beaumont public-health director, presented a staff finding that the property owned by Northstar Multifamily Beaumont Portfolio Manager LLC at 2450 West Lucas Drive had recurring public-health nuisances including stagnant water, sewage overflow and conditions conducive to mosquito breeding. Coleman said the property was previously declared a nuisance in December 2025, was returned to compliance, and was re-referred to the health department after a June 24 reinspection found similar violations.

Resident Kevin Foster told the council sewage has leaked into parking areas and his apartment for months, leaving saturated carpet and mold that has made his unit uninhabitable. "The sewage is leaking over into the parking lot... I started seeing the sewage come into my apartment... there's mold," he said, asking the city to act before someone becomes ill. Council members asked whether the owner had been responsive; staff said inspectors typically meet with property managers and then send formal notices to owners, but many owners live out of town and can be slow to respond. Coleman and legal staff explained that if the property is not brought into compliance within 10 days, the city may abate the nuisances without further notice and that occupants would have to be relocated if the building is condemned; staff said they would work to assist residents with relocation to the extent possible but that funding and authority for relocation are limited.

Council voted to find and ratify the health director's determination and to order abatement within 10 days; staff said they would monitor compliance and pursue legal remedies if needed.
