Finance staff presented commercial and industrial data showing the bulk of Garden City's commercial parcels fall into categories that would see modest changes under the proposed 7.581 millage. "Of the 944 properties that identify as commercial and industrial within the city, 912 are developed," Katie Dreggar said in the presentation.
Dreggar highlighted that the average commercial property numbers show many businesses could pay less in combined property tax plus removed fire-fee comparisons; however, she said one very large warehouse (a $100 million example in the presentation) could face an increase described as $148,000 per year. Staff said very few properties ("only like 2 in the entire city") resemble that example, and that most commercial parcels would see much smaller effects.
Council and residents focused on the distribution of effects rather than the single large outlier, and staff reiterated that individualized calculations could be provided on request.
