Engineer reports progress on parks, stormwater mapping and public works projects

Engineer Andrew updated the council on the status of several capital improvement projects across Lower Township.
He said Rotary Community Park construction is ongoing and that the contractor plans to demolish the playground and bathroom building once materials arrive, "anticipated sometime around the end of the summer." He reported Bay outfall extensions Contract 1 is complete and Contract 2 will resume in September with projected completion in October. Ridgewood Avenue reconstruction under the FY2024 municipal aid program was completed on June 9 and is in closeout. The engineer also said the township transmitted 2023 stormwater GIS data to the New Jersey Department of Environmental Protection on July 16, 2026, and that David Douglas Memorial Park has obtained NJDEP permits but is waiting on a Section 408 U.S. Army Corps of Engineers permit; a lease agreement was submitted to the Corps on January 12, 2026, and remains under review.
The engineer noted several other works in progress, including foundation pile installation at the public works building, preconstruction scheduling for the Arctic Avenue storm sewer replacement, and a scheduled bid opening for the Lincoln Boulevard storm sewer project on August 11 at 10:00 a.m. No votes or binding decisions were taken on the projects at this meeting.
