Council discusses tougher animal-control rules, authorizes draft for park memorial policy

Mayor Kris Wyatt urged the council to strengthen the Animal Control Ordinance by charging higher registration fees for dogs that are not spayed or neutered; the mayor argued this would incentivize altering pets. City Attorney Beth Anne Childs suggested the council could align the unaltered-dog fee with existing ticket amounts and noted noncompliance could result in separate citations (for example, one for "dog at large" and one for "dog not altered"). The council took no action on the ordinance at this meeting.
Separately, the council considered requests to allow memorials in City Park and directed the City Attorney to draft a Memorial Item Ordinance specifying permitted items and locations. That draft will be returned for preview at the Sept. 16, 2024 meeting.
