Charlie Bright (S26), director of engineering and construction, briefed council on options to address backups at the 20th and Hillside intersection, including a retrofit roundabout (ruled infeasible), signalization alone, and a combined geometric-improvement plus signal approach. Bright said the combined solution reduces the worst-case queue length from about 500 feet to roughly 120 feet, noting geometric adjustments and revised striping would be required and that conceptual money for design is in the 2026 bond; staff said they would pursue additional funding options to accelerate construction.
Councilors asked about right-of-way and potential cooperation with developers; Bright said most right-of-way exists but staff would coordinate with the developer on the northeast corner and may need a minor conveyance from a commercial pad. The council voted to approve amendment No. 1 to the consultant agreement to proceed with final design.
