Mayor Jeff Gore convened the Huber Heights City Council work session at 6:00 P.M. on July 7, 2026; members approved the June 2 minutes and heard a City Manager report from John Russell, who highlighted the City’s Ohio Auditor of State four‑star rating and a March 2027 target for the Charles M. Monita Memorial Building remodel.
Council reviewed the meeting packet and agreed to recommend a raft of measures for formal action at the July 13 City Council meeting, including placement of the 2027–2031 Capital Improvement Plan, adoption of the 2027 Tax Budget, supplemental appropriations (notably a $320,000 advance from the General Fund to the Capital Improvement Fund), bid awards and contract authorizations for road projects, the disposal of two Engineering Division vehicles as surplus, and two liquor‑permit responses. Fire Chief Keith Knisley also presented a five‑year Motorola Solutions subscription proposal for PremierOne CAD and mobile software with a five‑year total not to exceed $339,691, broken into annual payments; Council recommended placing the agreement on July 13 for first reading and adoption.
On land use, Planning staff and the Planning Commission recommended approval of Case BDP 26‑13, a requested rezoning from Agriculture to Planned Mixed Development and Basic Development Plan for a 199‑lot subdivision at 5001 Old Troy Pike; staff said the plan includes roughly 34% open space and estimated median home prices around $350,000. Council also reviewed park‑related items including a First Amendment to a purchase agreement for approximately nine acres adjacent to Thomas Cloud Park and a statement of municipal services for a possible annexation by the Churches of Christ. The session moved into executive session at 7:36 P.M. on motions by Fred Aikens and Anita Kitchen to consider property acquisition, bargaining with public employees, and personnel matters; that motion passed 8–0 and Council returned from executive session at 9:36 P.M., then agreed to place legislation on the July 13 agenda relating to property purchase at 7690 Timbercrest Drive and two collective bargaining agreements.
