Union City council backs repairs to Municipal Lot #1, approves CDBG application up to $100,000

Union City Borough Council on Sept. 16 approved immediate steps to address sinkholes and stormwater problems in Municipal Lot #1 and authorized submitting a Community Development Block Grant application for up to $100,000 to fund a portion of the repairs.
Streets Supervisor Bob Phillips reported that he and Borough Manager Cindy Wells met with Solicitor Tim Wachter about sinkholes. "It was recommended that we do a smoke and dye test," Phillips said, and contractors Mansfield will fill the sinkhole, replace approximately 10 feet of pipe and install a new catch basin. Council directed staff to obtain paving quotes from JT Patching and Cross Paving and to notify nearby business owners and the Union City Volunteer Fire Department before smoke testing is scheduled.
Councilor Steadman moved and Councilor Osborn seconded approval to submit a CDBG application to the county for up to $100,000; the motion carried unanimously. Borough officials said the CDBG funds would cover only a portion of the stormwater repairs in Municipal Lot #1 and that final work will proceed once quotes and scheduling are confirmed.
The council did not set a timeline for the smoke testing beyond saying notifications will be sent; staff said they will return with cost estimates and a paving plan once contractor quotes are received.
