After a multi-hour review of three departmental budgets, the PH&P Committee voted to accept the county executive’s recommendations for the Office of Agriculture, Department of Recreation and DHCA operating budgets with the amendments discussed during the meeting.
Earlier in the session, the committee unanimously approved the Office of Agriculture budget as recommended. For Recreation and DHCA, the committee advanced several items to the reconciliation list rather than approving them as base budget additions: the Recreation contracts program manager FTE and Rapback upgrade, Sedgwick EBBE expansion (with a request for phased options), and two DHCA positions tied to bill implementation. The committee also recommended a $4,000,000 AHAP taxable-bond CIP amendment and asked OMB and DHCA to reconcile figures before full-council action.
Committee members requested memos and spreadsheets to be shared with council colleagues before reconciliation votes: a detailed contracts breakdown for Recreation, phased EBBE options, DHCA implementation plans for eviction-notification, and an AHAP crosswalk showing FY26 approved versus FY27 recommended funding. The committee adjourned after the votes.
