DHCA explained the eviction-notification role will coordinate among DHCA, Services to End Preventable Homelessness, and the Sheriff’s Office to verify and enter information from over 4,600 eviction notices per year (roughly 380 per month). A DHCA presenter told the committee this is “a significantly new work for the Department that hasn't been engaged in before” and argued the position is needed to process notices and share verified data with partner agencies.
DHCA also reported a recurring budget pressure: approximately 1.7 FTEs totaling $277,497 must move from grant funds (CDBG and HOME) to the general fund because federal grant caps limit the share of personnel costs the grants will cover. Finance staff and OMB acknowledged the issue is ongoing across county government and agreed to provide a cross-departmental analysis by the committee’s requested deadline.
