A memorandum from Councilmembers Luedecke and Evans proposing a new Excel Beyond the Bell (EBBE) site at Sedgwick Elementary was discussed April 13 by the PH&P Committee, which agreed to add the proposal to the reconciliation list and asked Recreation staff for tranche and phasing options.
Council staff estimated the full-year cost at $429,253 or $229,626 for a half-year rollout. Director Albornoz said EBBE is a signature, outcomes-based out-of-school program; he noted tracking agreements with Montgomery County Public Schools and the model’s intention to follow students through middle and high school. Committee members, including Chair Friedson and Councilmember Geronda, said the program has strong outcomes but emphasized the county’s tight budget and requested phased implementation and detailed cost options for the full-council packet.
The committee asked Department of Recreation to present specific phasing options and a memo with implementation timelines before reconciliation votes so council members can evaluate tranching against competing priorities.
