Saltville's Town Council voted on April 22, 2025, to appoint David C. Buchanan Jr. to the unexpired council term through Dec. 31, 2025, by a 3–2 roll-call vote. The motion to appoint Buchanan was made by Councilwoman Suzanne Abramson and seconded by Councilman Ryan Comer; the recorded votes were Abramson Aye, Comer Aye, Sauls Aye, with Councilmen Call and Henderson recorded as Nay.
Buchanan had submitted a written letter of interest included in the meeting record describing his 30 years with the Smyth County School System and service on local authorities and commissions. In his written submission he said, “I am submitting this Letter of Interest and request Council's consideration to appoint me to fill the unexpired term of former Council member Dickerson.” The record also contains letters of interest from three other residents: Steve Hennegar (SEG 005), Payton Lynch (SEG 006) and James Tolliver (SEG 007).
