"I am proposing a 9% increase in water/sewer rates," Rosenbaum said, adding the current in‑town base bill of $71.83 would become $78.29 under the new rate sheet.
Rosenbaum also proposed establishing two separate bank accounts at Bank of Marion — one to collect a $4.00 capital improvement fee from each water/sewer bill and a second to pay water/sewer expenses — a change she said would present the utility as an enterprise fund to grant-making agencies. Council members discussed the need for backup generators and the timing of capital purchases, with department heads’ input noted during the presentation.
