The Elkton Town Council met in a special session on June 11, 2026, at 4:00 p.m. at Town Hall to convene a closed session for employment interviews and to discuss the potential acquisition or disposition of public real property under state law. Council member Jan Hensley moved that the Council enter Closed Session “pursuant to Virginia Code § 2.2-3711.A.1 … and pursuant to Virginia Code § 2.2-3711.A.3,” a motion seconded by Council member Virginia Fulginiti.
The motion to enter Closed Session carried by voice vote with five members recorded as voting in favor: J. Hensley, V. Fulginiti, R. Michael, A. Napotnik and L. Heidel; no members voted against the motion (vote recorded as 5 – 0). The meeting notice and motion text specifically cite Virginia Code § 2.2-3711.A.1 for personnel interviews and § 2.2-3711.A.3 for discussion of real property where public disclosure could harm the Town’s bargaining position. The Council then recessed into Closed Session for the stated purposes.
