Council gives first reading to design contract for new Strasburg community center as local contractors pledge donations

Village Administrator Mike Rosenberry presented proposals from Beaver Excavating and AR Builders, Ltd – Tekton Engineering for the new community center design and said he recommends contracting with AR Builders/Tekton Engineering. Rosenberry reported that local contractors have offered in-kind donations; he said Amish Commercial Roofing has offered to donate roofing materials and labor and that he would contact Weaver Appliance about donating appliances.
Rosenberry told council leadership they hope to break ground in March 2026 and that proceeds from the sale of the 358 5th Street SW property could be applied to the project loan. The council received the first reading of Resolution 2025-28, an emergency resolution approving entry into a design contract; Legal Counsel Terry Seeberger said he is reviewing the proposal and will email Rosenberry with any questions or concerns. No final contract approval or vote on the resolution occurred at the special meeting.
