Strasburg council approves emergency hire to design wastewater treatment plant expansion

The Strasburg Village Council on July 15 approved Resolution 2025-26 to retain Environmental Design Group for design work on a wastewater treatment plant (WWTP) reconstruction and expansion.
The contract was approved as an emergency measure after a motion by Councilman Jeff Smith, seconded by Wes Hostetler, with all members voting approval. Mayor Bruce Metzger read the administrator’s recommendation and the council suspended the usual three readings before giving the resolution immediate effect.
Jeff Carr, project manager for Environmental Design Group, told the council that "once we have the approval, we will order the surveying first" and that the firm plans to submit designs to the U.S. Environmental Protection Agency. Carr said the project will double the plant’s capacity, add two clarifiers, remove and replace the headworks, and replace solids-handling equipment; construction is anticipated to begin in February 2027 with bidding targeted for January 2027.
Water/Sewer Superintendent Nathan Kanouff confirmed oversight coordination with the contractor and noted the firm has inspected the village facility during the design phase. The council’s action authorizes the village to proceed with design and procurement planning; the resolution description reads in part: "AN (EMERGENCY) RESOLUTION APPROVING HIRING OF ENVIRONMENTAL DESIGN GROUP FOR DESIGN OF WASTEWATER TREATMENT PLANT RECONSTRUCTION AND EXPANSION."
