Strasburg council adopts amendment to Strasburg-Franklin JEDD contract

The Strasburg Village Council voted unanimously Nov. 18 to adopt Ordinance O-13-2025, approving the eleventh amendment to the Strasburg-Franklin Joint Economic Development District (JEDD) contract. Council President Martin Zehnder read the ordinance title; Jeff Smith moved to suspend the rules of the mandatory three readings and Wes Hostetler seconded the motion. At roll call, all members present voted approval.
After suspension of the reading requirement, Jeff Smith moved to approve Ordinance O-13-2025 “AN ORDINANCE APPROVING ELEVENTH AMENDMENT OF THE STRASBURG-FRANKLIN JOINT ECONOMIC DEVELOPMENT CONTRACT,” with Wes Hostetler seconding. The motion passed by unanimous roll call vote. The minutes record that the ordinance "shall take effect immediately." The ordinance text was identified in the agenda as O-13-2025 and was presented as an emergency adoption.
The action followed an earlier joint meeting with the Franklin Township Trustees, reported by Legal Counsel Terry Seeberger, which reviewed a petition from D.
