Enumclaw’s City Council heard the first reading of Ordinance 2839, a proposed municipal code chapter to define and regulate electric motorcycles, at its June 22 meeting. The title was read by City Clerk Jessica; the staff report emphasized safety and enforcement gaps from increasing operation of high-powered electric dirt bikes and similar vehicles on city streets and sidewalks.
The chief (staff presenter) told the council the ordinance would “define electric motorcycles, establishing a clear definition distinguishing electric motorcycles from e bikes and mopeds based on power output, speed capability and design.” The staff report described proposed restrictions on operation (prohibiting use on sidewalks, parks and multi-use trails unless authorized), equipment and lighting requirements, age and licensing requirements for roadway operation, and a range of enforcement options from warnings to impoundment and misdemeanor penalties. The chief said the ordinance is intended to “complement, not conflict with, state law.”
Council members were reminded this is the first reading; staff noted a recently referenced state bill and a Department of Licensing work group with a due date in October 2027 that will inform statewide definitions. No final action was taken — the ordinance advanced as a first reading, leaving council opportunity to amend language at a second reading or subsequent meeting.
