Dobson Fiber presentation heard; council tables Right-of-Way agreement until Sept. 3

Council did not take substantive action on the Right-of-Way agreement at the Aug. 19 meeting; the item was explicitly postponed for further consideration at the Sept. 3 meeting, indicating staff and council want more time for review and negotiation before committing to any access or lease terms.
