Councilor Thompson asked whether the city could publish a notice in the Jacksonville Review or the City Newsletter to inform citizens; Councilor Reed agreed that public notice would be appropriate. The council scheduled the second reading by title only and potential adoption for the July 21, 2026 meeting.
