Commission backs rear rehabilitation of Keegan (Minnie Lewis) House with small addition

The commission approved a certificate of appropriateness on June 24 for a major rehabilitation of the Keegan (Minnie Lewis) House that includes restoring board-and-batten siding, replacing nonperiod aluminum windows with compatible wood windows, replacing a deteriorated CMU rear foundation with reinforced concrete, reconstructing the historic center chimney and adding a modest 99-square-foot addition on the east side of the rear wing.
Ian Foster of the planning department summarized the proposal, saying the property is a secondary historic resource (constructed circa 1908) and that staff concluded “the proposal does preserve the defining historic character of the Keegan House and is compatible per 18.0.5.040.” Foster explained staff found removal of nonperiod features and replacement with period-appropriate materials consistent with preservation standards and recommended approval subject to conditions.
Applicant representative Brian Dunn explained the project scope: a gut remodel of the rear wing to improve ceiling heights and living space, targeted structural reinforcement of trusses and selective reroofing options, and a full rebuild of the rear chimney when warranted. Commissioners asked technical questions about the foundation and roof work; Dunn clarified the front CMU portion will remain and the rear CMU will be replaced. A motion to approve file 2026-071 and adopt staff findings (dated 06/15/2026) with conditions carried by voice vote.
