Commissioner Josh said the borough had not completed the transfer and that funding-match dollars are being held while environmental study and cleanup approvals progress. He said the borough and county expect to form a land/steering committee after deed transfer to consider partnerships and passive-recreation uses such as trails or a disc-golf facility.
Josh said the Conservancy used matching funds that require environmental clearance and that transfers can fall through if match dollars are not secured. Commissioners emphasized the transfer is premature and that no county development or taxpayer investment is planned until deed, funding and environmental clearances are finalized.
