The commission considered an annexation ordinance (3 52 20 26 14) to bring the 13-acre Sulphur College site into urban services in conjunction with the PUD rezoning.
Rosalie, planning staff, said feasibility letters from Hartsville Water and Tri-County Electric are included in the packet and that the preliminary master plan indicates sewer service and communal dumpster pickup rather than individual can service. She told commissioners that water-flow calculations including fire-flow capacity are part of the review and are shown in the feasibility letter.
Commissioners asked whether services such as trash pickup and fire protection would be adequate; Rosalie confirmed staff reviews adequate pipe sizes, water flow and utility coordination as part of the final master-plan process. Annexation and final master-plan approvals remain contingent on those utility approvals and any required traffic mitigations.
