The assembly unanimously approved Resolutions 2026-20 and 2026-21 on July 20 authorizing applications and execution for state revolving fund loans—each up to $150,000—to finance two studies required by the borough's EPA wastewater discharge permit: a disinfection study (eligible for full loan forgiveness) and an industrial pretreatment study (partial loan forgiveness available).
Public works staff explained both studies must be completed by November of this year to meet permit conditions and that the pretreatment work will support local limits and monitoring protocols as the borough's industrial dischargers expand. "These two conditions of our permit are conducting both a disinfection study and an industrial pretreatment study...Studies need to be completed by November of this year," the public works director told the assembly. Staff said study funding had been added to Alaska Department of Environmental Conservation project priority lists and that future engineering and implementation costs will follow after study completion.
