City council adopts FY2026 CDBG action plan allocating $323,304 toward housing, public services and blight removal

Rebecca Joyce, the city's housing planner and grant coordinator, presented the FY2026 Annual Action Plan for the Community Development Block Grant entitlement on July 23. "This year, our allocation from HUD is $323,304, which is actually a $5,507 increase from last year," Joyce told council, and she described the federal caps that govern allocations (15% maximum for public services and a 20% cap for administration).
Joyce explained how the funds will be used: approximately $48,492 (15%) for public services distributed among six organizations, and about $210,152 for structural projects, including $70,152 reserved by the city for blight removal. She said the Stanton Redevelopment and Housing Authority will receive $65,000 toward a revitalization project to convert the Dunsmore Business College into 15 affordable senior units, and $75,000 will be split between Renewing Homes and the local Habitat partner for home rehab and repairs.
Councilors asked about the planned windshield survey this fall to identify blighted properties and about partnerships with academic and regional planning partners to support data collection. After discussion, Councilor Woods moved to approve the resolution adopting the plan and authorizing the city manager to execute subrecipient agreements; the motion carried by roll call vote.
