Commissioners reviewed a draft memorandum of understanding from the state department of transportation that would list Dolores County as the owner of the Bradfield Bridge. Several members urged caution before accepting sole ownership because of unclear historical responsibility and potential large repair liabilities.
Dennis (Speaker 7), the county attorney, recommended against signing an MOU that made the county solely responsible without documentation of past agreements. He suggested responding to CDOT that the county is not willing to accept sole allocation of responsibility at present but asked to be copied on inspections: “We are not willing to enter into allocation of responsibility at the present time. We are always open to discussion as issues arise, and we would appreciate you copying us on your regular bridge inspections.”
Commissioners generally agreed that CDOT should continue its inspections and that the county should seek to keep the bridge on inspection lists to preserve eligibility for federal funding; staff were directed to draft a response to CDOT that declines immediate sole-responsibility acceptance while requesting inspection reports moving forward.
