Council is told Well 3 has PFAS; study recommends Well 6 and temporary emergency options

During the feasibility presentation, Kevin Young told council members that Well 3 both has the highest manganese and is "approaching the proposed maximum contaminant limit for PFOS" and also exceeds a Minnesota health‑based value used for infants. That data underpinned the study's recommendation to build Well 6 at the existing Well 5 site and remove regular reliance on Well 3.
Young explained funding source rules affect whether Well 3 must be abandoned if the city receives certain state funding: "If PFA funding is used the way that they scored your funding application, to fund Well 6, that well would have to be abandoned," he said. Staff noted Well 4 could remain available for emergency use, and council members requested further cost details and timelines for drilling, abandonment and regulatory steps.
