Board hears CIE annual-update presentation; staff calls transmittal a routine state requirement

At the July 2, 2026 Dawson County work session, Community Development Director Richard Osborne presented a draft Capital Improvements Element (CIE) annual update and explained the county must transmit the draft to the Georgia Mountains Regional Commission for regional and state review.
"This is a state required, checking-off-the-box by the county government, and [by] any city or county that has impact fees," Osborne said. Chairman Billy Thurmond opened the hearing for public comment; no members of the public spoke and the board set a second hearing for the July 16, 2026 Voting Session.
