City hears countyoptions for interlocal agreement on unincorporated urban growth areas

Mindy, the city's Director of Community Development, told the council that "every city is required to have this interlocal agreement" and reviewed three approaches the county is using to manage unincorporated urban growth areas (UGAs). She said the county is consolidating Options 2 and 3 and that Option 1 would let the county determine zoning with a 5-acre minimum lot size.
Mindy explained that under the consolidated option the county would adopt by reference the city's zoning and regulations prior to annexation. She emphasized counties lack some infrastructure capacities (traffic signals, sidewalks) and described a limitation that would allow subdivisions of five or more lots when there are at least 2 acres between certain lots. No final action was taken; council scheduled a special council meeting for Aug. 7 for further review and plans to bring a recommendation to the county board in September.
