Resident: 'Twelve years is long enough' for alley repaving; staff says infrastructure must be updated first

At the Morton City Council meeting on Aug. 26, resident Judy Ramsey pressed the council about an alley next to her home that she said has not been repaved despite prior assurances. "She feels 12 years has been long enough," the minutes record.
Public works staff responded that the alley was not included in the Otta-seal work because "this alley didn't fit criteria for Otta as infrastructure also needs to be updated," according to Anders Pollman’s explanation during the meeting. Council members did not move immediately to authorize separate repairs for the alley during the session.
The exchange clarified that Otta-seal surface treatment is applied only where underlying drainage and base conditions meet program criteria; alleys that require subbase or utility work need separate funding and design before surface treatment can be applied. The council packet or a future agenda is expected to include any follow-up direction or funding requests if council elects to prioritize the alley reconstruction.
