Northern Idaho water managers describe reservoir, aquifer and infrastructure pressures

District managers and the Idaho Water Users Association told the House Resources & Conservation Committee that shifting uses, aging pipelines and competing water sources pose challenges across northern Idaho, including work to relocate meters and stabilize reservoir demand.
Paul Arrington, Executive Director of the Idaho Water Users Association, opened a panel to "impart the opportunities, challenges, and realities of managing water in northern Idaho," and introduced district managers from several irrigation districts.
Brandon Rose, District Manager for the Hayden Lake Irrigation District, said the district is "minimally agricultural and mainly domestic use at this time," and described Hayden Lake and Lake Pend Oreille as the district's principal reservoirs. Rose said a 2023 reservoir expansion has helped stabilize demand and that the district is relocating irrigation and domestic meters to the front of properties or into the public right-of-way to improve access and billing clarity.
Barney Metz, District Manager of Lewiston Orchards Irrigation District, told the committee LOID delivers both irrigation and domestic water from underground and surface sources, draws on three reservoirs, and faces complications including endangered-species protections, waterways that pass through tribal reservations, geothermal groundwater issues, pipeline right-of-way conflicts and interference from miscellaneous cable installations.
Ron Wilson, District Manager of East Greenacres Irrigation District, cited aging infrastructure, urbanization, workforce training needs and pressures on the Rathdrum Prairie Aquifer as primary concerns, and noted cable installations encroaching on water infrastructure. Committee members did not take formal action on the presentation but heard these operational challenges as background for rulemaking and pending bills affecting water resources.
