The chair of the joint public hearing opened the meeting and introduced a rezoning request to convert a 7.45-acre parcel near Avery Elementary from AG to neighborhood commercial for office and retail uses. Planning staff presented a revised site plan and said the applicant withdrew two variance requests and proffered photos to show final building appearance.
Several commissioners said the corner’s surrounding residential character weighed against commercial zoning. "I think it would destroy the character of that neighborhood," said Commissioner (S6). Another commissioner said the withdrawal of variances improved the application but remained concerned about building appearance. The board debated limiting access and design conditions the applicant had agreed to, including residential-style materials, vegetative buffers and a 4-rail perimeter fence requested by the school.
A motion to recommend approval with the staff conditions and an hours-of-operation limit (ultimately set to 8 a.m. to 8 p.m.) failed on a roll call count (four in favor, five opposed). An alternate motion to recommend denial passed (five in favor, four opposed). The board’s recommendation will be forwarded to the Board of Commissioners for a final decision at a subsequent meeting.
