The council moved forward a tax-abatement ordinance for a single property on Lake Ave (Block 8901, Lot 46) to first reading on July 22, 2026. During public comment, a resident asked whether there was a reason the property qualified for abatement and whether the rehabilitation zone was intended for new construction. A council member explained, "That particular zone, which is Districts 4 And 5 down in The Lakes, is under a previous rehabilitation ... zone," and said the rehabilitation designation had been intended to help existing property owners upgrade dilapidated homes rather than to encourage new construction. The speaker added staff are "working with our planner to review that zone and potentially remove that designation," but until any formal change is complete the abatement may proceed under the existing designation.
