Commission approves Applied Digital road-use and operations agreement with conditions

Oliver County commissioners approved a road use and operations agreement with Applied Digital after discussing routing, a planned private access road, local engagement and wording changes to limit heavy vehicles to access roads unless approved by the county superintendent.
An Applied Digital representative said the project will now include construction of a private road off Highway 31 (south of Hanover) and that the company plans to acquire about one mile of property to reach its site. "We anticipate having that done shortly within the next few days," the Applied Digital representative said regarding landowner agreements.
The company formally introduced Jody Hintz as community engagement coordinator and said it will provide weekly written updates and on-site staff including a site manager and project engineer; the representative said the firm will also hire local contractors for construction and maintenance. Commissioners requested a small wording change clarifying that heavy vehicles "cannot be used other than the access roads without prior written approval from the county superintendent," and they identified Kenny Root as the county contact for those approvals.
After the change was accepted, a motion to approve the operations agreement with that minor edit was made, seconded, and carried by voice vote. Commissioners asked staff and the company to provide contact names and phone numbers for on-site managers and to return any outstanding language edits for final review.
