Craig Parkinson urges flexibility in proposed Nooksack binding site plan rules

The Nooksack City Council opened a public hearing March 3 on proposed amendments to Title 18 of the municipal code that would establish regulations for the review and approval of binding site plans. Mayor Kevin Hester presided over the hearing, which provided a formal opportunity for public input on the draft code changes.
Craig Parkinson, representing Cascade Engineering Group, told the council the binding site plan process should allow flexibility and help expedite review. "There does not need to be a percentage; the binding site plans are intended to allow flexibility and help expedite the process," Parkinson said, and he recommended the council examine the modification clause in chapter 18.36.110 closely.
The hearing record shows no further public speakers on the amendment at the March 3 meeting; Mayor Hester closed the public hearing at 7:26 p.m. The council did not take a vote on the amendment during the session. Further consideration or formal adoption would require the council to place the proposed code changes on a future agenda for deliberation or an ordinance vote.
