Commissioners direct staff to craft temporary-parking rules for storm-damaged Gulf Boulevard parcels after broad public support

Community development staff proposed a policy direction to allow temporary standalone parking on storm-damaged parcels in certain commercial districts (C-3 and R-3) so owners can earn interim income while they plan redevelopment. "What we're looking to do is we really want a direction from the commission if this is a door that you'd like to open to possibly allow us, in a specific district, specific area to allow people to utilize their property for, quote, unquote, temporary parking," staff said.
Multiple affected property owners and business leaders urged the commission to proceed. Mike Wyckoff, who said he tore down his building after hurricane damage, told commissioners: "I am 1 of the affected property owners, that had to tear down my building due to hurricane damage and I am 1 of the offenders at this point, I would guess you'd say." Speakers recommended administrative approvals, limited terms (two years plus extensions was discussed), allowance for permeable or stabilized surfaces with ADA-compliant paved spaces, and mechanisms to limit price gouging. Commissioners asked staff to draft an ordinance that would define districts, time limits and approval processes and return to the next workshop or meeting.
