District Counsel Tony Pires, Mrs. Adams and Mr. Adams explained newly adopted state legislation (HB7013) that requires special districts to establish annual goals and performance measures and to post an initial report on the CDD website.
The Board approved general performance measures across three categories: Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability. Staff added the initial report to the Key Activity Dates list and noted that the initial report is due Dec. 1, 2025. On motion by Mr. Blumenthal and seconded by Mr. Twombly, the Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form.
